UTI PAN Agent Registration — A Retailer's Guide

PAN card work is one of the steadiest sources of walk-in income for a small shop in India: every new job, bank account, loan, GST registration and property transaction needs one. This guide explains how a retailer can start offering PAN services as a UTI PAN agent style service point through Vighnaharta Solutions, what you need to get started, and how the money works.

What a PAN service point actually does

As a retailer you collect the applicant's details and documents at your counter, file the application through a verified portal, track its status, and hand over the acknowledgement receipt and the final PAN document. You are not issuing the PAN yourself — the income tax department does. Your role is assisted filing, document handling and follow-up, which is exactly what most customers are willing to pay a service charge for.

Step 1 · Check eligibility

  • Adult Indian resident with a valid PAN and Aadhaar in your own name.
  • A retail counter — mobile shop, cyber café, stationery, xerox centre, CSC-style kiosk.
  • Computer or smartphone with internet, plus a printer and scanner (or a good camera).
  • An active mobile number and email for OTP and status alerts.

No prior experience is required. Most of our retailers came from mobile recharge, photocopy or DTP backgrounds.

Step 2 · Keep your documents ready

  • Your PAN card and Aadhaar card (for retailer KYC).
  • A photograph and your shop name / address details.
  • Bank account details for commission settlement and payouts.
  • Shop Act / Gumasta or GST certificate if you already have one (optional, but it speeds up verification — and we can help you get it).

Step 3 · Create your retailer account

Open the retailer sign-up page and create an account with your mobile number and email. You will be onboarded as a retailer under our network, with a prepaid wallet, your own rate card and a full audit trail of every application you file.

Step 4 · Complete KYC and recharge your wallet

Upload your PAN and Aadhaar for verification, then recharge your wallet. There is no franchise or joining fee — you only keep a working balance. Each application you file is debited from the wallet at your assigned retailer rate, which is always shown before you submit. Distributors can also fund retailer wallets directly.

Step 5 · Start filing PAN applications

From your dashboard, open the PAN service, fill the applicant's details, upload the documents and submit. You immediately get a professional acknowledgement receipt to hand to the customer, plus a live status view so you can answer "sir, kya hua?" without a phone call. Once the document is ready, download and print it from the same screen.

How the earnings work

Your margin is simply the difference between what you charge the customer at the counter and your retailer rate on the portal. Because rates and commissions are set per retailer and shown before you file, there are no surprise deductions. Retailers who add adjacent services — Aadhaar-linked PAN, driving licence and RC prints, ration card, Shop Act, Udyam, GST and FSSAI registrations — usually earn several times more per walk-in customer than with PAN alone.

Is there a registration or franchise fee?

No. You only maintain a prepaid wallet balance for the applications you file.

How long does approval of my retailer account take?

KYC is usually reviewed the same working day during Mon–Sat, 10:00 AM – 7:00 PM IST. You can start filing as soon as your account is approved and the wallet is funded.

Can I work from a village or small town?

Yes — the portal is fully online, and rural counters often see the highest demand because the nearest government office is far away.
